 tims\nState laws must identify all commercially sexually exploited childre
 n as victims of trafficking and provide for a protective\, rather than pun
 itive response.\n\nOCTOBER 14\n3. Continuum of Care\nTo break the cycle of
  exploitation\, state laws must provide victims access to funded\, trauma-
 informed services.\n\nOCTOBER 16\n4. Access to Justice for Trafficking Sur
 vivors\nA range of civil and criminal justice remedies must be available f
 or victims under the law.\n\nOCTOBER 21\n*5. Tools for a Victim-Centered C
 riminal Justice Response (One Session only)\nCriminal justice procedures f
 or the benefit and protection of victims must be provided under the law.\n
 \n OCTOBER 23\n6. Prevention and Training\nTo help prevent trafficking and
  promote more just responses to child sex trafficking victims\, training f
 or child welfare\, juvenile justice\, law enforcement\, prosecutors and sc
 hool personnel\, and prevention education for students\, must be required

 \nWHAT IS THE ADVANCED LEGISLATIVE FRAMEWORK?\nIt is comprised of the prov
 isions that are still needed in state law to ensure a just response is pro
 vided to minor victims of sex trafficking. It builds on the foundation est
 ablished over the past 10 years by The Protected Innocence Challenge  legi
 slative framework which has been used to grade the states every year since
  2011. The Protected Innocence Challenge project was our vision for mobili
 zing states to improve legislation that impacts the sex trafficking of min
 ors. Ten years of grassroots mobilization\, advocacy\, technical assistanc
 e\, and consistent collaboration has allowed this vision to largely become
  reality.
